West U Council OKs $41.5M budget, lower tax rate (but higher taxes)

West University City Council approved the 2016 budget and 2015 tax rate at a special council meeting on Monday.
The 2016 budget includes $41,589,573 for operations, debt service, special revenue, internal service and capital for 2016. It was approved on a 4-1 vote, with Councilmember Brennan Reilly dissenting.
The 2015 tax rate was set at $0.33179 for each $100 of assessed property value to fund the 2016 budget. While it is $0.03 lower than the previous year year, the tax rate for 2015 will generate more revenue than the previous year.
The 2015 tax rate was approved with Reilly voting against it, repeating his concern that council needs to explain why they are increasing taxes for residents.
Both items were approved by declaring an “emergency,” which means there was no time for a second reading, and were approved at the first and final reading.
